MAY 17, 2005 PROVINCIAL ELECTION PLATFORM

A REFORM GOVERNMENT WILL…

REFORM BC: Eliminate provincial income taxes (PIT). Commence civil action to force the federal government to keep a fiduciary promise to eliminate GST. Replace PIT revenues lost with revenues from existing 7% provincial sales tax, included in the sales price, plus a new 1% provincial business tax, calculated to maximize purchasing power and provincial employment.

REPUDIATE unfounded science and "Odious Debts" of the Kyoto Accord. Reject all public liabilities linked to global trades in carbon-emission credits, where public debt is incurred without public knowledge or consent and is not in the public interest when creditors knew of these facts.

RECOVER custody of public equity in the B.C. Workers Compensation Board, Forest Renewal BC, BC OnLine (land-title and personal property registries), bcIMC, BC Hydro, BC Rail and B.C.'s Medical Services Plan. Publish all "off-book" agreements entered into on behalf of the public.

RECONCILE B.C.'s balance sheet for an estimated $40 billion of public debt owed by the taxpayer with an estimated $60 billion of public equity in custody of RBC Global Custodians. Instruct the B.C. Auditor General to prepare a quarterly balance sheet for Legislative control.

RESTRUCTURE the provincial government to bring clarity and separation to Legislative, Executive and Judicial Powers. Legislators make laws. Police enforce laws. Courts interpret laws. Establish an independent judicial council consisting of legislators, lawyers and retired judges. Ensure that what the Legislature has manifestly done is not undone by judicial review.

REINFORCE public equity and personal property rights with a provincial enactment of the 1960 Canadian Bill of Rights. Defend right to "security of the person and the enjoyment of property, not to be deprived thereof except by due process of law". Commence civil action against creditors behind alleged fraudulent conversion of public equity, especially Enron, Powerex and BC Hydro.
